IWPL & INFOCONSULT were the Project promoters for new Seaport in Southern Sri Lanka. The project was initiated in 2001 after responding to open international investment notification issued requesting to provide proposal for fulfilling Southern Region Development Master Plan. At this point Thereafter INFOCONSULT appointed Erisha International headed by Cecil John Ekanayaka as "Local Representative" and started mobilization of the project. 

Our team made several visits to assess the Master Plan and selected the Seaport as the project to work on. First we had discussion with Southern Region Development Authority headed by Mr. Navin Gunarthne, Chairman of the Board. Thereafter made an official offer to develop the Port. Thereafter, our team met with Minister of Seaport Development Rauff Hakeem and expressed our intentions in writing.

​IWPL & Infoconsult started a Pre-Feasibility Study at their own cost to determine the viability of the project with local and foreign experts. This study determined that the project is viable and took steps to form an international consortium.


IWPL & Infoconsult Inc. of Canada engaged SNC Lavalin, 5th Largest Engineering Consulting fi On 7th June 2002 signed the Memorandum of Understanding with Government of Sri Lanka in the presence of High Commissioner for Canada. (See photo above)
